贵栏目2008年3月21日发出的红调字[2008]0227号湖南红网调查函已于2008年4月1日收悉,现将调查处理和投诉原因及整改措施情况汇报如下:
一、调查处理情况。
4月1日,经调查落实用户投诉情况属实,我公司已于2008年3月28日给完成点火通气,并已与该用户进行了电话联系,用户表示满意。
二、引起投诉的原因。
1、任务量增加是造成用户投诉及未按期履约的原因之一。
去年10月份起至今年1月底,我公司按天然气民用户安装计划是6000余户,而从10月份起我市广大用户申请报装天然气的热情高涨,为尽量满足百姓的这种需求,我公司接纳用户的数量已达14000户左右,并且绝大部分是要求在过年前点火送气。虽然在施工力量、施工措施方面已做了大量的准备,但任务量的增大和部分用户或小区的施工环境未达到要求,有的甚至人为阻工,经多方协调仍不能解决问题,致使工程不能按计划完成。
2、冰冻期长是造成用户投诉及未按期履约的原因之二。
今年从元月以来,南方数省及我市遇到了百年一遇的冰冻灾害,冰雪灾害期达三十余日,致使2000余户居民安装不能如期完成。
3、施工队民工不能按国家规定休假正常上班是造成用户投诉及未按期履约的原因之三。
“春节”是国家和民族的传统佳节,按农村的传统习惯,一般要出正月十五才进城上班,而施工队大部分是农民工,致使冰灾过后较长一段时间仍不能组织正常施工。
4、去年10月,为适应市场和公司管理需要,我司信息化上线,信息化的实施对公司原新有业务流程有更高的要求,原业务模式将按要求进行变更,业务岗位人员将有一段适应过程,也给业务流程的正常进行带来一定影响。
三、下一步的整改措施。
1、成立用户投诉处理小组。
从3月初起,公司根据用户的投诉情况,迅速成立投诉处理小组,全权处理未按合同履约的用户投诉,根据用户需求,重新按时间、计划、按要求尽快保证用户履约天然气安装、通气。从处理的用户投诉情况来看,效果良好。
2、制定业务流程的实施考核办法和投诉受理考核办法。
3月初起,公司先后制定了《业务流程的实施考核办法》和《投诉受理考核办法》。要求各相关责任部门及责任人认真组织学习,公司按办法认真进行考核,并在3月15日开始执行,尽快理顺业务流程。
3、在短时间内力促合同履约。
截止春节前未按时安装的天然气合同民用户大约有2000余户,公司正采取措施,在4月底以前有计划、有步骤地完成这部分用户的履约。
4、加强施工队的培训教育。
认真组织施工队人员的安全及文明施工,服务规范教育,以确保用户对安全和服务满意。
5、吁请政府、媒体及相关部门给予我们更大的理解和支持,帮助我们协调和化解一些矛盾及问题。
我们相信,在政府及广大用户的理解和支持下,通过全司人员的不懈努力,我们将迅速改变现状,不辜负政府及老百姓的期望,更好地去服务社会、服务人民。
